Position Purpose

The Public Affairs & Policy Advocacy Manager is responsible for developing and executing integrated public affairs strategies that shape healthcare policies, strengthen stakeholder engagement, and enhance Novo Nordisk's reputation as a trusted partner in addressing serious chronic diseases.

This role will lead policy advocacy initiatives, build strategic partnerships, and drive multi-stakeholder collaboration across priority therapeutic areas, including obesity, diabetes, cardiovascular disease, MASH, and other strategic disease areas. Working closely with internal and external stakeholders, the role seeks to create a more enabling healthcare environment that improves patient outcomes, advances public health, and expands access to innovative healthcare solutions.

Acting as a strategic connector between Novo Nordisk and the broader healthcare ecosystem, this role drives policy shaping, disease advocacy, and cross-sector collaboration to help realize Novo Nordisk's purpose of driving change to defeat serious chronic diseases.

Key Responsibilities

1. Policy Advocacy & Health System Shaping

Monitor and analyze healthcare policies, reimbursement developments, regulatory trends, and broader health system dynamics.

Identify opportunities to advance policy reforms that improve patient access and healthcare outcomes.

Develop evidence-based policy positions, advocacy materials, white papers, and stakeholder engagement plans.

Lead and support policy initiatives aligned with company priorities and national healthcare agendas.

Translate complex policy developments into strategic recommendations for internal stakeholders.

2. Government & Stakeholder Engagement

Build and maintain trusted relationships with government authorities, healthcare policymakers, payers, medical societies, patient organizations, academic institutions, and industry associations.

Support engagement with key external stakeholders to advance policy and public health objectives.

Represent Novo Nordisk in external forums, policy dialogues, conferences, and industry platforms.

Establish a strong stakeholder network that supports long-term advocacy goals.

3. Strategic Partnerships & Coalition Building

Identify, establish, and manage strategic partnerships that advance public affairs priorities.

Develop and lead multi-stakeholder collaborations involving healthcare professionals, patient groups, academia, and civil society organizations.

Ensure partnerships deliver measurable impact and are aligned with business and public health objectives.

Leverage regional and global best practices to strengthen local advocacy initiatives.

4. Patient & Disease Advocacy

Drive disease awareness and public health initiatives focused on serious chronic diseases.

Support the development of patient-centered advocacy programs and engagement strategies.

Promote the incorporation of patient perspectives into policy discussions and healthcare decision-making.

Foster meaningful collaboration with patient organizations to address unmet healthcare needs.

5. Cross-functional Leadership & Strategic Project Management

Partner closely with Market Access, Medical Affairs, Commercial, Regulatory, Legal & Compliance, and Communications teams.

Provide policy insights and strategic counsel to support business planning and decision-making.

Lead cross-functional projects and coordinate external-facing initiatives.

Ensure alignment between public affairs priorities and broader corporate objectives.

6. Issues Management & Corporate Reputation

Monitor emerging political, policy, social, and healthcare-related developments.

Anticipate potential risks and opportunities that may impact the company and its stakeholders.

Support issue preparedness and coordinated response strategies.

Contribute to activities that strengthen Novo Nordisk’s reputation as a responsible and trusted healthcare leader.

Qualifications

Education

Bachelor's degree or above in Public Health, Public Policy, Health Economics, Pharmacy, Medicine, Political Science, Law, Communications, or related disciplines.

Experience

Minimum 5–8 years of experience in Public Affairs, Government Affairs, Market Access, Health Policy, Healthcare Consulting, Pharmaceutical Industry, Trade Associations, or related fields.

Proven experience in policy advocacy, stakeholder engagement, or healthcare ecosystem partnership development.

Strong understanding of Taiwan's healthcare system, reimbursement environment, and public policy landscape.

Experience leading complex projects involving multiple internal and external stakeholders.

Pharmaceutical or healthcare industry experience is highly preferred.
