The Rol e:

We have an exciting opportunity for a  Senior Director, Market Access & Reimbursement   to join the Gilead   Japan   affiliate in   Tokyo .

The Senior Director, Market Access & Reimbursement will   be responsible for   the development and implementation of the   Japan   Market Access Strategy ,   including   NHI drug   pricing, reimbursement , health technology assessment/cost-effectiveness evaluation, price revision and repricing strategies,   and patient access for the Gilead product portfolio. This   senior   leader must work effectively across Gilead’s commercial,   medical, regulatory,   policy, public affairs , and global market access   organizations ,   with a focus on   both pipeline assets and   the commercial portfolio. He/she will ensure   that access strategies deliver robust   pricing, reimbursement ,   and policy inputs   aligned   with   Japan’s   national   health insurance environment,   commercial ambitions , and patient access priorities.   This individual will have   demonstrated   experience   developing clear and compelling value propositions that reflect clinical, economic, societal, and unmet-need value within the Japanese healthcare system

Reporting to the   General Manager   of Japan , this individual will be a key member of the   Japan   Leadership Team and will   participate   in broader strategic initiatives relating to the growth of the   Japan   affiliate.

What you will do :

Leads the development and implementation of Japan pricing strategy for new product launches and lifecycle management, including NHI price listing, premium opportunities, foreign price adjustment considerations, regular price revisions, and repricing risks such as market expansion repricing.

Leads the development and implementation of the local   health economics, outcomes research, and cost-effectiveness evaluation   strategy in alignment with global   plans and Japan-specific evidence requirements .

Provides strategic leadership for NHI reimbursement submissions, value dossiers, and evidence packages to support   optimal   price listing and access outcomes in Japan.

Develops strategies to address Japan-specific price maintenance, repricing, cost-effectiveness evaluation, and post-listing price adjustment requirements across the product lifecycle.

Leads the development and implementation of tactics to support broad patient access under Japan’s universal health insurance system and   appropriate positioning   within clinical practice and treatment pathways.   ​ Develops and implements strategy to ensure patient access to current and future brands including inputs to global strategy development.

In partnership with global policy organization, builds productive relationships with key   national policy stakeholders, reimbursement   decision   makers , academic experts, patient organizations,   and   other   influencers that affect   NHI   pricing, reimbursement , health technology assessment,   and patient access   in Japan .

In partnership with global public affairs organization, aligns stakeholder engagement plans   that   support   optimal   and   timely   patient access   while reflecting Japan’s evolving healthcare policy and drug pricing environment

Leads and develops the local Market Access team to ensure delivery of   optimal   performance and future growth and development of staff.

Responsible for the long-term growth and evolution of the department .

Member of Gilead   Japan ’s Senior Leadership team ( J LT).

Builds productive relationships with key colleagues in other Gilead functions and affiliates (global, US and EU).

Knowledge, Experience and Skills :

Strong strategic thinker with ability to formulate and develop complex strategy that results in action.

Strong portfolio management skills and ability to objectively frame   analyze   and resolve trade-offs between projects.

Able to effectively influence senior business leaders .

Excellent verbal, written and interpersonal skills   in order to   lead, interact with, focus, resolve conflict and drive consensus among individuals from a variety of disciplines.

Strong executive presence with ability to command respect through exercise of sound business judgment and clear decision-making.

Experience managing cross-functional teams or work groups as well as direct reports.

Successful experience developing productive external relationships across academia, the public sector and private sector.

Strong knowledge of Japanese pharmaceutical pricing and reimbursement issues, including NHI drug price listing,   Chuikyo /MHLW decision-making processes, price revisions, premium rules, repricing mechanisms, cost-effectiveness evaluation, and policy trends affecting innovative medicines.

Demonstrated ability to   anticipate   policy and pricing implications for launch sequencing, evidence generation, lifecycle management, and cross-functional business planning in Japan.

Recognized   expertise   in implementing a pharmaceutical communication plan including advocacy development.

14+ years of healthcare experience with broad experience in market access, pricing, HTA, key accounts and commercial operations   required .

Advanced degree in economics, health economics, medicine, pharmacy, public health, health services research, business analytics, and/or financial analysis would be an asset.

Business level English and Japanese .
